Vacuum Ghosts

I have a 1990 E Class motorhome with a Vacuum gremlin. My fan blows in all speeds and my temperature selector goes from cold to warm. My airflow selector does not work. I found a broken vacuum hose near the battery. I pulled the vacuum hoses (2 of them) off the cannister mounted on the passenger fender inner wall and hear vacuum coming from the motor. Doesnt seem to be making it to the switch. Any suggestions?

Find the leak and repair it.

It could be anywhere.
