EFI to Carb - Legal??

I want to remove the efi engine from my '92 f-150 and put in the carburated 351W. Is this legal? I plan on putting on catalytic converters (or at least empty shells) but will it pass inspection without the egr and other emmissions? I've seen late model trucks with carbed engines in magazines but they don't mention the legallity of it. Maybe if i change my trucks designation from 1992 Ford truck to a custom/home built vehicle? BTW I'm in NY.

Technically, no it's not legal. Can you do it an get away with it? Depends on how strict they are in your area. If you have inspections where they lift the hood and look it over real good, they are going to nail you.
