Question 54' Lincoln Y- Block Carb

Me and my buddy are working on a 54 f800 fire truck and have just got the carb rebuilt. The weird thing is that when the motor is NOT running and I actuate the throttle the butterflies open, but when the engine IS running and i hit the throttle only the accelerator pump pumps fuel in the carb and the butterflies do not move? The engine will not rev because the butterflies arn't opening and I am guessing that the rebuilder did not set the Vacuum regulator right, so has anyone run into this problem?

I would check all your vacuum lines between your control unit and the governor. Sounds like your not getting air from the control valve, which is would keep your throttle closed when there's any manifold vacuum at all.

There's a NOS '56 one on Ebay for $125, looks like the one on my '53 317 Lincoln-powered F800. Doesn't really sound like you need one, but...
