E350 fuel pump problem

My 1989 E350 motorhome with a 450 engine won't start up after the winter. The high pressure fuel pump on the frame does not get any power, while the fuel pump relay under the hood works and connects 12 V. The emergency switch inside on the passenger side seems to be ok (I tried to short it, too, with no results). Of course I have a spark and also checked all fuses. Carefully disconnecting the fuel line at the pump after my many tries does not show any residual pressure in the line.

Any help is appreciated. What else can be controlling the power supply to the pump?
