Rear bed cross sill

I am using after market rear cross sill to finish my bed, does anyone know what the elongated holes located on the front portion of the cross sill are for ?

They are there to collect dirt, water, mud, salt, etc.
I believe the stock sill had the holes also. Maybe they are there to facilitate the riveting of the angle bracket that attaches to the frame.

When I fabricated my own rear cross sill I didn't put any holes in it. I didn't see any reason to.
I do think I need to drill a couple of small holes down at the bottom of the sill to let water out though.

Box assembly

worked at box assembly today; got rear cross member cleaned up and welded. I hope to have box on frame for mock up of gas filler etc by end of Sept. I'll put some pics in my gallery this weekend. Need to rivet/weld angle brackets to rear cross member, then close up those mud catchers on rear cross member.
