what is the best way or the best technique for applying touch up paint? thanks

 

Clean area real good. If its just a small scratch or chip, then apply it. If its a large area then it would need sanding and body work.
You could apply some let it dry and keep adding more letting it dry, to fill up the scratch, then lightly color sand it with 1500 grit paper using water. Then polish that area.
