Cargo to passenger-> seat belts attachment?

HI,
I have a 93 E250 Cargo that I would like to install a 2nd row seat. If I don't find an Econoline bench seat, I may adapt one from another vehicle.

My concern is about the seatbelts. The shoulder belts should attach to the upper part (horizontal framing) near the roof. I see that there is aleady a ~3/4" hole in there. Is there something from Ford that I can retrofit in there that will be safe and secure to attach the shoulder belts?
And about the lap belts, if the seat is securely attached to the floor with back plates, can I bolt the lap belts to the seat frame?

Here are some pictures of the holes inside my van:
Hole L1 seems to be the most appropriate to use, but on the right side, there is no hole in line with it, only inline with the L2 hole. Should the belts be mounted using holes L2 and R2 or L1 and R2?

My conversion van...

...seems to use L2 on both sides for the center seat row, although I know that the center seats in a conversion van are mounted much further back than in a Club Wagon. This makes me think that L1 would make more sense than L2 for a stock Club Wagon seat, but the missing hole on the right side confuses me. I'd suggest you just go and look at some Club Wagons and conversion vans to get an idea of where and how things mount up....the closer you get to factory Club Wagon specs, the better off you'd be, IMO...

Conversion vans are just cargo vans with seats and windows mounted in them, so even checking some online sources for conversion van parts should turn up some seatbelt mounts, etc, that would hopefully come close to OEM safety specs.

See the rubber seal around your rearmost side door, straight up from that you have 2 dimples it appears in your photos. That's where my 96 conversion shoulder belts attach. It appears you have no hole where my shoulder belt attaches. It could possible be the one dimple just behind that. But it's just behind the door opening.
