should clutch spin freely?

should clutch spin freely?

My AC wont work!! I took a quick look at it today and with engine running and ac on the pulley part where the belt goes around spins but the clutch hub in front wont spin. I tried moving it with my hand but it wont budge, tapped it with a hammer still same thing. Should it move freely by hand or no.

You should be able to turn it easily with a ratchet wrench on the center shaft bolt. I forget the rotational torque it should take. but it's not too much.

You should be able to turn it by hand. Compressor is locked up. jd
