MAX A/C does not change anything related to the driving of the blower. All it does is changes the air inlet door from outside (fresh) to inside (recirculate).

Any expectation or observation of a change of airflow is due to a difference in the air restriction (or lack thereof) of whichever source is selected relative to the other, not due to a change in the blower motor's drive.

Cabin air filter, if installed. Otherwise, verify the inlet air door is actually operating and is opening/closing.

Which vehicle? You have two in your signature.

In general, recirculating cabin air is a much lower load on the blower and does allow for greater air velocity. When drawing in outside air, the cabin air must vent to the outside in order to allow more air to enter, otherwise, the blower is attempting to pressurize the cabin.

The outlet air vents are not particularly large and don't flow a great deal of air.

your recir door is the MAX in max air.
recirculated air is cooler and dehumidified already and cools even better than
outside ~normal~ air.

Usually right above the passenger's right foot, up in the dash behind the glovebox.

The outside air inlet is under the cowling at the base of the windshield.
