i tightened it up on the pump side, and it kept on, although the clamp was loose on that side.

Well, there is also a clamp on the canister side that you just can't see without a mirror. The only way to tell for sure is to look. I too thought my final leak was at that location but found it was actually on one of the sensors that dripped down and just made it look like it was coming from that area, about 1 drop per second.

Get some paper towels and with a long screwdriver poke them down there and clean it up as good as you can. Will probably take .. maybe 10 minutes. Fire it up and watch for the leak.

I had the water sensor crack on me once and it leaked a good amount and I thought it was coming from under the filter.

As everyone else has told you, ya just gotta mop it dry. The dryer the better. Ya really need some help on this, someone to start and stop the engine so you can have you mirror at the ready. Don't foreget to make sure that everything else is clean and dry like the filter bowl and all surrounding lines.

If you create a clean playpen you will find the leak.

How long ago? and make sure that it and everything else on that filter is clean and dry before you have someone else fire it up.

You might want to make sure the bottom of the canister has not "rotted through" and is seeping fuel. If you do have to pull the filter can, I would replace the hoses while the access was there.
