Do you have a flare nut wrench?
You can use vise grips as a last resort. Use some penetrating oil first. Clamp the vise grips on and be very conscious of your turning it, so you don't round the flare nut off. If it starts to slip, stop immediately and clamp it harder.

I know you said as a last resort.. but vise grips will actully sqush the flare nut and make it junk.... better off getting a flare nut wrench to do the job right. Or the backyard machanic's way is to take and old wrench the correct sizes and cut a piece out so it will slip over the line. Then if the wrench trys to slip clamp the vise grips to the wrench instead...

Well as I said "Only as a last resort". I have used the vise-grip method and not destroyed the fuel line flare nut. I took the fuel line all the way off then and I dressed the nut with a file and was able to use a flare nut wrench from there on out. No leaks either.
This was from a previous owner who had changed the fuel pump at some time and felt you must have had to tighten it with all your might and had rounded it a bit already.
