Sounds like you have a bad Speed Control Servo/Amplifier Assembly 9A825 or the Speed Control Servo/Amplifier Assembly 9A825 is not grounded.

That was just replaced by the dealer just over a year ago. Does the horn circuit go thru this part?

Your 1992 systems Horn does not ground through the Speed Control Servo/Amplifier Assembly.
Your clockspring is more than likely bad and yes the clockspring is a common problem.

That just means that that place doesn't carry your part number. Shop around and see if you can find one from another source. It still has a clockspring. Good luck.
