what would be needed to put the 2003 lightning in the 11.xx range i have 10 k to put into it but want to keep it streetable is will be used to advertise our company thank you
What are your current mods? 11's are actually pretty easily accomplished and you can get there a # of ways, the easiest of which is by upgrading to a KB or Whipple.

What he said. A Whipple running 4 lbs over stock, a good tune, full exhaust and traction should get you there with power to spare. Keeping it alive is another matter. Tranny and rear suspension upgrades will allow you to sleep better at night.

currently its all stock with the kb or whipple injectors are also needed? and what kind of custom tune would i need thanks for steering me in the right direction so i dont have to do it twice
Based on their suggested blower upgrade, the driveline upgrades Silver spoke of, along with fuel and air upgrades, will really help keep your envelope of safety present.
Upgrading the fuel pumps and getting a mass airflow extender (SCT 2400 or MAFia) are important safety puzzles that need to be put in place, in my opinion.
While mail order tunes are ok, they are only as good as the info provided to the tuner, so adjustments can be made. The best custom tune is always one that is created by the tuner while he is hands-on with the vehicle.
There are some very good Lightning tuners out there. I use JJ at Woodbine Motorsports, but I understand Troyer Performance (a supporting vendor here) is very good and has years of experience tuning F150's.

If you're all stock now, here's my list for you....
1. KB or Whipple (the 2.3 in either will be enough)
2. 60lb injectors
3. Walbro 255 pumps
4. Cold air intake ( I use the JLP forced air kit)
5. Mafia or sct extender
6. Spark plugs ( I prefer Denso, you'd want the IT22's
7. Valvebody for trans (nothing worse than a sloppy shift)
8. Accufab throttle body (needed to run 11's???? Cant hurt though)
9. Traction Bars of one from or another.
10. Tune Tune Tune ( I use JLP but there are alot of good ones in your area)
11. Tires (Lets face it, you're gonna need to hook)
12. Lower Pulley. (I'd go 6lb'r and choose your upper for desired boost level, you'll probably want to stay in the 15-16lb neighborhood on stock internals)
Some that are recommended but probably aren't a necissity are:
1. 2600 stall convertor
2. full exhaust

I just wanted to add this: If I were doing it all over again, I wouldn't modify my engine at all. I'd purchase a JDM turn-key longblock, have it installed, and sell the engine I pulled from my truck. Then, if I didn't have the extra cash for a new blower, I'd address upping the boost on my Eaton by changing the crank pulley.
Having a built longblock from JDM, with accompanying ported heads and cams, will keep you happy for years to come.
I wish I hadn't wasted all my money doing little mods over the years (4lb pulley, then 6lb, changing and having the tune adjusted, then a ported blower, etc) to make my truck faster. Once I got to the point of experience in knowing these trucks (where me, WD and Silver are at) I concluded I shoulda just went built from the beginning.

I'm 99% sure the L kits dont. I think about the most you can get with them is the air intake.
