Help f250 XLT

Hey I'm new to this site and not much of a mechanic but I am considering buying another truck and came across one that i'm looking further into

Its a 2000 f250 v8 5.4L 4wd crew cab XLT with 90,000

I came across this truck and asked if it had any problems and what not

I was told it needs brakes and that it "pauses at 35 mph" but is then fine after it passes 35.

I have not yet driven it as its a little far away to just go look at before having an idea of what to expect. so my question is what could the "pausing" problem be? and about how much would that cost?
