Question rocker arm assembly d3ve heads

Hey guys, I just did a set of head gaskets on my 460. Iam now getting around to putting it all back together....Iam stuck on the rocker arms...my heads have bolts, not studs. the rockers are standard, no aftermarket stuff. my book says to torque them...do I?
when I do the pushrods are very tight, arent you sopposed to be able to twist the rod with your fingers?? they should be tight, but loose enough to move with resistance right?? well when I torque them down, they wont budge. and when I tighten them, (not torgueing) I have to tighten them until the rocker seats to the head right? there is a half moon like thing that the bolt goes through, and the rocker rides on the half moon...I dont know what that part is called.

what should I do? should I torque em', run it, and then go adjust them...or loosen the bolt atleast a little??

Oh and the book says to torque them from 18 to 25 ft-lbs.

You have nonadjustable hydraulic lifters. This means you torque the bolt that goes through the fulcrum and thats it. Unless you change something like shave the head or put in a thicker/thinner head gasket you'll be fine.
