Test climate control - '00 Navi

I have a new blend motor dangling from the harness. If I change the temp, the gear on the blend motor does not rotate. So I put in a different climate control head unit from ebay. Same thing... the gear will not turn.


What else could cause the blend door motor not to work?
Is there a way to test the wiring harness at the blend door motor with a volt meter?

Try running the self test.To enter the self-test, press the OFF and FLOOR buttons simultaneously and then press the AUTOMATIC button within two seconds. The display will show a pulse tracer going around the center of the display window. The test may run as long as 30 seconds. Record all DTCs displayed.

031 N/A A/C In-Vehicle Temperature Sensor Open Circuit
030 N/A A/C In-Vehicle Temperature Sensor Short to Ground
041 043 A/C Ambient Temperature Sensor Open Circuit
