SPOUT or SAW? Plus some other stuff

All right so I figured I'd do some preventative maintainence and checked for trouble codes on my 1990 BII

Came back with a code 18: SPOUT Circuit Open or SAW Circuit failure.

I have no idea what either of these are or do or where to find them under my hood. If you can tell me what general area to look at or which section of my Chilton manual to flip through it would be very much apreciated. Or if you've had this problem the general fix would also be helpful.

Also we installed a new parking brake cable (passenger side) and the one we had ordered seemed kinda short. There was no slack in the line at all and we really had to fight to get the cable into the retainer clip on the axle. Is this normal.

Since installing it theres been kind of a light grinding coming from the back end. My guess is that the cable has to much tension on it and isn't releasing the brake all the way, but the car doesn't have any drag to it when I drive. I checked my rear end fluid and topped it up just to be sure that wasn't the problem but the sound still persists. Any ideas what it could be?

On my 1988 it is pass. side of the engine, top, rear. Sometimes they fall out, so I zip tie my plug to the connector.
