The heater warms the fuel to keep fuel crystals from plugging the filter when it's real cold outside.

The "cloud point" on diesel is a lot warmer than the freezing point. Fuel clouds up when small crystals of frozen fuel form, but since the slurry is still pumpable, the truck can still run. But without the heater, these crystals will be separated by the filter and in short time it will plug.

If you're not running the truck under 20F, don't worry about it. If you do run it when it's that cold, get the heater replaced before it strands you.

Use a anti gelling additive till you get around to fixing it and you should be ok.

The heating elements tend to fall apart over time causing shorts. If this is the problem keep it unpluged so it dont short again and use the additive till you get to fix it.
