No, the ignition system is designed to function without the PCM. Without the PCM there will be no spark advance, but it will still spark. I would suspect that the PIP signal is not getting to the module. Look for corroded connectors, broken wires. Verify that the new pickup is generating a signal when the engine is cranked. In fact, verify that the distributor is spinning when the engine is cranked. I have seen the pins go bad in the module connector before, so don't forget to check that.
