wheels and tires again

Man what a pain! E350 15 passenger 1 ton van 2002 V10....
I bought new tires Michelin stock size and brand new Ford wheels and the rims are OEM replacement. They had movement up and down on the balancer when they were mounted. They are smooth at 55mph but at 80 it has a shimmy. Very dissappointing.
I have a good relationship with the tire man and his balancer is calibrated regularly. Stood there and watched them mount and balance them. They lubricated them properly for mounting and did a good job.
I have had so much trouble with Ford vans and wheel out of roundness on four of these vans. They are super sensitive to any out of roundness.
the new steel wheels have run out in them and I am frustrated.
anybody got some good ideas.????
I bought mags and they got it pretty smooth but were wider rims and wider offset and it didn't ride as good so thought I would go stock again, but am back where I started a long time ago.
Shocks are good, wheel bearings are good, drive line is good. And with the old tires on the mags its pretty close to smooth at all speeds.

For accurate balancing the wheels must be mounted on the balancer shaft with an adapter that allows mounting the wheels by the bolt holes. The center hole is not necessarily in the center of the wheel.
