You should be able move the belt tensioner with either a 3/8" or a 1/2" ratche or a breaker bar to pry on the belt tensioner.

If memeory serves me correctly........
Obtain the proper size socket to fit on the nut in the face of the tensioner pully. Also obtain a decent size pull bar for the socket.

It takes quite a bit of "oomph" to get the tensioner arm moved over far enough to slip the belt on. There really isn't any trick or secret. It just takes a good bit of pressure to move the pulley.

Two people makes it easier. So long as the guy with the pull bar can be trusted

edit to add: It might be that the front of the pulley has a "socket" for inserting the drive of a ratchet (1/2 or 3/8 - not sure). Either way, look at the face of the pulley and whatever you see, put something there and pull.

Serpentine belt tensioner

When I commenced my 4.2 rebuild (97), I found that the tensioner had seized/broken & the pulley remained in the last position it was placed in - in my case it was tight enough to keep enough tension on the belt to make it appear as if it was (flexing) working properly once it was rotated with a socket & breaker bar.
