fuel pump problems

2001 escape 2.0 litre. my son started it yesterday drove a few feet into the driveway, shut it off to put fuel in it. After fueling it up it wouldn't start again. Checked out fuel system and there is no fuel getting to the engine. Checked all fuses and diodes and swapped fuel pump relay with known good one, checked fuel pump shut-off and it is working correctly. Seem to have lost the ground to the fuel pump relay. When I ground terminal 86 of the relay fuel pump works fine. With relay removed when I jump terminals 87 and 30 pump works fine. Does anybody know where terminal 86 gets its ground from? Am I missing a switch or sensor somewhere that has failed and grounds this terminal 86? Anyone link me to an online wiring diagram or post a diagram? Any help would be greatly appreciated!

when you turn on the key does the cel illuminate? If not you may have a faulty EEC relay.

By cell I will assume u mean instrumentation/dash and idiot lights, yes it does. Just got a wiring diagram from local Ford dealer. Looks like fuel pump relay grounds through the PCM. Dealer wanted to know if the THEFT light is flashing with the key on, if it was the PCM will not turn on the fuel pump. They say that it might not recognize the ignition key, but THEFT light is not flashing. Anyone out there have a PCM failure?
