Instead of a rebuilt turbo? Yes if you have a thrust bearing failure (wheel slides back and forth in line with the shaft) the turbo may not be salvagable.
here are pics of my turbo after a thrust bearing failure. It would have cost me more money to repair mine rather than buy one from Ron

Yep it all sounds exactly the way it should be. Is the intake housing on your turbo black? it looks like it has been painted which would lead me to believe it has been replaced once. Intake wheel looks like it in great shape too. Turbo is not your problem.

Yes, that is the connector I had undone before.
Something new...I unplugged the ebpv connector again. I turned on the ignition waited about twenty seconds after the glow plug indicator shut off and tried to start it.
No go. It turned over but did not start. I quit trying after 20 seconds or so.
And now there is weird looking smoke from the tailpipe.
Smoke coming too from around the passenger side exhaust manifold.
