Ford Hubcap, What is it?

I found this today at a flea market. I like anything ford trucks so I picked it up. Now I am wondering what it is. I think it is a spare tire cover but I am not shure. The hubcap is hinged and underneath is a keyed locking mechanism. I was wondering what it is and about what year it is from. Any thoughts would be appreciated.

By the way it isn't a hub cap bolted to a frying pan

Robb Harding is starting off with a positive reputation.
Looks like the spare cap for a 35 Ford. Don't believe the car version had the flip-up
feature, so this could be the truck version.
