No idle is usually the IAC (Idle Air Control valve). It doesn't throw any codes and the trucks performance will vary. Some are able to clean it and others just replace it.
i drive a 1999 ford f 150 4X4 with 79,000 miles on it and this is the first major problem with my truck..i had the same problem today and for awhile now..but i would like to know how much this idle valve cost? also where is this located? i also noticed it does it when its cool outside..my truck just have it's day now i guess lol

The 4.6l is an easy 10 min job. I think that you are correct saying that it is on the drivers side. The 5.4 is on the back of the intake and a bit harder to get to. Good luck..

well dang..how long is it for a 5.4 maybe to do this?? but i have noticed when i move my intake around it tries to idle funny again..thanx guys for the help..but one question i'm hoping to get a 02 or 03 hd for christmas or around then..do this happen a lot in the hd's also?
Sure this is somewhere else but wanted to post answering this (old) question while the repair was fresh on my mind.
On the 5.4 as stated above the idle air controller (IAC) is on the rear of the intake. Passenger side, a few inches past the cowl.
Pop off the throttle body cover - 1 10mm bolt on the passenger side, two 10mm bolts on the driver's side.
There's a vac fitting in front of the IAC that's not necessary to remove but it's pretty aggrevating if you don't and it slips right off.
IAC removal - the bolts in mine were a little tough to get out due to the tight location. My 1/4" air ratchet just laughed and I couldn't break them loose with a 1/4" ratchet. So I resorted to a 5/16" box end with another box end 'hooked' into the open end as a cheater. Once I broke them loose the air ratchet could be used to back them almost all the way out before hitting the firewall.
The wiring connector has one of those 'push button' releases... so not too bad. Can't see at all so just have to work by feel. Suggest laying it down gently once released .... not sure how far it would go / fall if you had tension on it and let it go.
Picked up the AIC at AZ.. $44. Checked Advance, O'Rly's - a few bucks more but they didn't have it in stock.
Reassembly is pretty much just the reverse - clicked the wiring harness on, used the top bolt to 'hang' the IAC and gasket in place, lined up the bottom and started the bottom bolt. Once the bolts were started a few rounds by hand the air ratchet could be used to drive 'em home. Replace vac hose (if removed), TB cover, rock and roll.
