Are rollpans illegal?

Heard from a friend of mine that they are illegal in Illinois yet I still see a few trucks with them on. Anybody know if they are illegal or legal?

seeing as bumpers on the rear of trucks was / might still be an option in some cases i dont see how a roll pan can be considered illega . it would or could be considered a form of bumper i'd think . there are plenty of guy's with old and new running around with them down here in spflld , and no one bothers them . the guy's they seem to be hitting the hardest is the lifted trucks .
