Good question, you might try something like mean green, purple power or even alcohol 70%. You need something that will cut the polish Dawn will take the polish and wax off of th exterior maybe give that a try without diluting it. I have a custom Dasmat no glare but I did the same thing years ago just can't remember at the moment how I got rid of it.
I wouldn't use any sort of degreaser or alcohol based product at all. Doing this would remove the oils that are supposed to be in the vinyl and lead to premature cracking of your dash.
At the very most I would use extremely diluted Simple Green or more likely Dove dish soap diluted in warm water. Just wet a washcloth with the soap and water mix, and wipe down the dash. You may have to repeat it a few times to get it to cut the glare.
From now on I'd use a very low gloss product to protect the dash.
Don't use simple green it will make O rings shrink so it probably isn't good for the
oils in the vinyl either, Be careful where you use that simple green or it will cause
premature O ring failure or leakage. It is fine for big solid surfaces but if there are
any kind of seals that hold oil or grease in I would not use it there at all. The
military stopped using it because of that issue!!

Simple Green diluted heavily isn't as harsh as Simple Green straight out of the bottle. I've used it on things like this before with absolutely no adverse affects. Consider also that the rubber or synthetic elastomer used for an O-Ring can lose just a little elasticity and it will fail, whereas the plastics used in a dashboard aren't engineered with the same elasticity nor do they require it.
I'd still recommend Dove soap first. Dawn is a bad idea, as others have mentioned. Dove is a lot more gentle.
What is the best stuff to use on your dash and dash tops (1982 F250) to help maintain them?.
Mine is pretty brittle especially where all the tiny audio holes were poked for the single center top dash speaker.
Ok I stand corrected, I should have been more specific in what I have done. I first used a diluted mixture 2:1 od purple power then after a complete cleaning i used a leather conditioner that I picked up at a shoe repair shop on the vinyl dash which help restore the oil. The dash looked good as new and never cracked. I stand chastised!!!!!!!!!!!!
