1995 E340 4.9 Won't Start

1995 E340 4.9 Won't Start
I put a new CD player in my van that was running fine and now it won't start. There's power to the coil but no spark. No PIP signal at the shorting bar and no power to the fuel pump. I've replaced the coil, distributor, ICM and lastly the PCM, still nothing. The relays and fuses all test OK. Does this vehicle have an anti-theft device that could be causing this? Any help would be appreciated.

The PIP signal does not go through the SPOUT shorting bar. How do you know you do not have the PIP train?
The anti-theft device does not stop the spark but it will not let the engine crank.
On the subject of "no power to the fuel pump" the fuel pumps will only have power for one second when you turn on the key, do the fuel pumps run for one second after you turn on the key?
If it cranks and has power to the coil with no spark pull out the SPOUT shorting bar and see if you have spark then while it cranks.
When you say you checked the fuses did you check the ones under the hood?

E350 won't start
Sorry, I checked the PIP signal at the distributor and the SPOUT signal at the shorting bar as the manual instructed. Nothing. And it's getting wierder, now when I connect the negative battery cable there is a noise from the coil area, kind of like radio static, even if the coil is not connected. When I disconnect the cable it stops. Thanks for clearing up the anti-theft question. Yes, I've been checking the fuses and relays under the hood as well as in the driver compartment. And No, the fuel pump doesn't turn on at all and there is no power to the inertia switch. But if I run a hot wire to the pump it does turn on. Thanks again for your help.
