The governor is mounted on the governor collector which is on the output shaft inside the extension housing. With the extension housing off the transmission it is a very easy removal. 2 philips head screws and its in your hand. Pay attention to the valves inside so you can reinstall them properly. Now the bad news, if the governor is stuck the only thing I have seen cause it is a failing transmission with trash in the oil. Before I even pulled the governor for inspection I would drop the pan and look inside. If there is much trash in the bottom of the pan you might just as well pull the transmission for overhaul. If the pan is clean put a new gasket and change all the oil (drain the torque converter) and clean the governor and hope for the best.
One other thing can cause no upshifts, the throttle pressure rod or cable could be stuck in a WOT position. In that case it might just be a matter of freeing up the cable or rod.
