Truck is a 95 F250, when I hit the blinkers the dash light stays lit up but the blinkers won't blink. Same right or left. I checked all the bulbs and they're fine. The hazards work fine. Fuse is good. I'm guessing the blinker arm is bad. Any guesses?

 

turn signal and hazard use different relays, the one on front of fuse box is the turn relay and behind it is the hazard relay.

could also be a bulb.
