Unhappy 352 exhaust manifold gasket

Hi everyone I have a question I have asked in other forums and it was suggested I ask it here. I have a 1966 F100 with a 352, one of my exhaust manifolds needs the gasket replaced and the bolts are original and SUPER RUSTY. While trying to remove the bolts I broke 2 of them off, one just the head of the bolt and the other appears to have broken flush with head. It was suggested in the other forum that heat,(from a torch), not be used on these bolts because it may cause damage to the valves or the vale seats, it was also suggested that I remove the heads with manifold attached and take it to a machine shop to let them fix the problem. This is not an option for me because money is tight, Can anyone tell me the best way to remove these bolts or should I just plan on drilling the broken ones out and re-tapping the holes, at this point I plan to take the truck to my local mechanic and let him replace the gaskets for me but I'd still love to hear from those that have had to deal with this problem on the 352 FE engine so that I won't have to deal with this problem again in the future.
Thanks in advance everyone !!

Soaking them with PB blaster for a week before starting might have helped. Might not lol If you have a right angle drill you could give it a shot, ease out if you want.. I just jerked the motor and tranny for a cleaning as it was dirty as crap from PO care taking. Drilled them out and used a tap to clean up the threads, put grade 8 bolts in about 1/4" longer than original on top no issues so far.

thanks for the info redman, I just bought this truck from a 70 y/o man who had it stored in a barn for about 14 years he said, drove it once in a while and then decided to sell it. It has 84,400 original miles on it and it runs really good except for a few minor things. Hell I even have the original owners manual with notes of things he had done over the years. quick question what is "PB Blaster" and where do I get it. The mechanic I use is a really good guy and I'm sure he won't have any trouble drilling the heads, he worked on my other truck and had to drill a bolt out.
Thanks for your input it's greatly appreciated
