Have a problem with ABS and shift gear

Ford 1998 E 350 ABS light is blinking 15 short 1 long and gear wouldn't shift what is the problem?
The Abs light start blinking right after I start engine, it goes 15 short and 1 long blinks, then there is no way to change a gear, so I have to turn key half way then change gear to Neutral and then start the engine, please help me!

Thanks! finaly got it fixt!!!, fuses where good, but one was simply missing. Thank you!
