10-15 years ago I would have said the cleveland was a far superior engine, but I am biased, I have one in my 71 Mach 1. The amount of aftermarket parts for the Windsor have come a long way, and with the amount of different heads out there, it is quite easy to make nice h.p. with a Windsor. The cleveland still has advantages in the head design, the canted valves breathe much better than stock windsor heads, and the cleveland built right, will run circles around just about anything out there (big block power/small block weight). Throw on some aftermarket windsor heads, and you are getting close. As far as oiling issues go, there are oil restriction kits that take car of that and are easy to install. I still love the cleveland, but you cant go wrong with a windsor.
