I'd treat it the same was as replacing the fuel filter...fill the filter (either with a spare jug of Diesel Kleen or fresh diesel) up through the outside holes, spin it on and let 'er rip.
With an empty tank, you may want to unplug the FSS so you can crank & bleed at the schrader valve too. I did not need to do that when I replaced my filter, but my tanks had fuel in them too.

One very important thing is to not crank the starter for more than 20 seconds without waiting at least 2 minutes in between. You can burn out a starter faster than you can drain good, fully charged batteries.

i'd think you want to be careful about storing fuel ... be sure to keep water from getting into the drum.. Had a local driller do that and got water into the fuel tank on the pump truck ... blew the injection pump to heck ... water wont compress like the fuel will.
