code 12 air bag lite
first off just like to say hello to everyone ,and this is a great site ,have the code 12 blinking for my air bag lite ,and would like to know what i can do to fix it ,i have already changed the clock spring and that didnt seem to do it (also my cruise control isn't working ) checked all my fuses and the seem to be good , not sure what the relays are under the hood and if that has any thing to do with ,thought i read here that code 12 is a power problem ,just not sure where ,any help would be great

Air Bag Deployment Circuit Drop in Battery Voltage
Circuit Description
Normal Operation
The diagnostic monitor measures the voltage at pin 13 of the diagnostic monitor connector. Voltage at pin 13 should be equal to battery voltage. If the voltage measured at pin 13 drops to less than 9 volts, the diagnostic monitor will flash out code 12.
Possible Causes
A drop in battery voltage at diagnostic monitor pin 13 can be caused by:
1. An open circuit that would prevent battery voltage from reaching diagnostic monitor pin 13.
NOTE:
If the instrument panel fuse and/or the power distribution fuse are blown, be sure to diagnose the system for possible causes 2 and 3 below.
2. A short to ground in Circuit 611 (W/O) or 612 (P/O) may result in a blown instrument panel fuse and/or power distribution fuse.
3. An internal short to ground within the safing sensor may result in a blown instrument panel fuse and/or power distribution fuse.
4. A problem in the charging system causing battery voltage to drop below 9 volts.

The airbag computer is a sky blue box under the drivers dash you can't miss it.
The fuses are #5 and #10 are labed as such on the back of the fuse cover on the fuse box rather then label the fuses by name like other manufs do Ford just assigned them numbers.
To check the fuse visually pull it out and look for a piece of metel extending between the fuse blades. To aid in comparing them remove a good fuse so you can see what a good one looks like.
Or you can pick up a cheap fuse checker at any auto store you simply place the prongs of the fuse across the fuse blades and if it's ok a light comes on.
As for where to start counting the pins from that depends on orientation I'm sure 96 can help with that.
