Does the star wheel at the bottom ever expand without contracting? I'll take the wheel off and see what's going on tomorrow night.
The service manager told me they've had this problem a lot and their fix is a newer and beefier set of parking brake levers made out of some different type of metal
Either way, they've been fine since.

I think my problem this time was the e-brake shifting sideways and not the lever. My lever was still very fluid. When I took the drum off, I tried "closing" the brakes with the star wheel, but it still wouldn't come off. I had to "open" the brakes with the star wheel. I added some anti-seize to the sides of the e-brake where they slide against round vertical plate.

Try driving it with the e-brake on just a bit and see if you can replicate the situation. That will prove that it is the e-brake.

My 04 did this as well and luckily when I went to get it fixed the dealer was booked up so I took it elsewhere. I lucked out and got not one but two old mechanics working on the problem. Not only did they fix it they did a little redesign work and made the e-brake work better. Cost me about a hundred bucks but it was well worth it.

Ford seems to have at least somewhat remedied the problem as my 06 has yet to exhibit it.
