Intermitent shaking - Passenger/Rear brake to blame?

I think my problem this time was the e-brake shifting sideways and not the lever. My lever was still very fluid. When I took the drum off, I tried "closing" the brakes with the star wheel, but it still wouldn't come off. I had to "open" the brakes with the star wheel. I added some anti-seize to the sides of the e-brake where they slide against round vertical plate.

My 04 did this as well and luckily when I went to get it fixed the dealer was booked up so I took it elsewhere. I lucked out and got not one but two old mechanics working on the problem. Not only did they fix it they did a little redesign work and made the e-brake work better. Cost me about a hundred bucks but it was well worth it.
Ford seems to have at least somewhat remedied the problem as my 06 has yet to exhibit it.
