Unhappy 1996 Ford Explorer, left low beam no work.

I have a 1996 Explorer limited. It's been a great vehicle. The left head light, low beam won't lite-up. The right works and so do both hi-beam. Replaced the bulb, still doesn't work. Checked the left head lite connector for voltage and when it should be there, it isn't. I've read on this site, some trouble shooting tips from CC77 a few years ago about replacing the multi-switch and the lamp out warning module (LOM). After looking at the Haynes, I don't see how the (LOM) could cause only the left low beam not to work. Any advice out there?
Both parts are not cheap and I'd like to replace only one. Thanks.. KJRowe

Some of the later vehicles had fuses for the headlights. They had individual ones for the lowbeams, and one large one for the highbeams. If you can't find them in the fuse box inside, look under the hood for a fuse box out there.
