removal of the lower valance on '92

Trying to remove the lower valvance (rock guard) on the front of my '92 F-150 Nite... There is some sort of metal rivit under there, and I'm not sure how to undo it... Do I drill it out, or is there a trick to it?

Drill /grind out rivets or just cut valance off. Good luck
