Windstar Front Heater??

03' Windstar has no heat at the front vents. The rear heater works fine. You can hear something clicking under the dash. It changes tones when you move the temp slide from hot to cold.. It's not letting hot water from the engine flow thru the heater.. The fan and controls all work right, just no heat. Any ideas what the problem is??

If anyone was wondering it was the blend door actuator.. 66 bucks and 33.00 to install at the dealer..
