After extensive research Central Texas can now be officially defined!
The National Weather Service, Texas Department of Transportation, Wikipedia all agree that the following counties are within what is traditionally considered to be "Central Texas":
Bandera, Bastrop, Bell, Bexar, Blanco, Bosque, Brazos, Burnet, Burleson, Caldwell, Comal, Coryell, Falls, Fayette, Gillespie, Gonzales, Guadalupe, Hamilton, Hays, Hill, Kendall, Kerr, Kimble, Lampasas, Lee, Limestone, Llano, McLennan, Mason, Milam, Mills, Robertson, San Saba, Travis, Washington, Williamson, and Wilson
