If so then you can soak the whole thing (without eletronics) in carb and choke cleaner. otherwise spray cleaner thats safe for catalytic converters and 02 sensors will work too. If there are heavey deposits on the butterflies, I would recommend removing the throttle body and soaking it to loosen the gunk. Then a soft brush with natural bristles will help with the tough spots. Must be natural bristled brush...tooth brushes and the like with synthetic bristles will melt and gum up in the cleaner. DO NOT soak TP sensors and other eletronic devices in this type of cleaner.

Throttle plate? The only thing I can think of would be the discs that make up the butterfly valves that are in the throttle body. I wouldn't recommend removing them at all. They are machined and the bolts that hold them in are most likely peened flat to keep them from vibrating out. This is common practice even with throttle butterfly plates in carburators and choke assemblies. Unless they are bent leave them in there.
I may not be familiar with the component you are referring to. But thats all I can think of in the way of any kind of "plate" associated with the throttle.
If anyone else has any ideas here, or knows the reference, I'll yield to a greater knowledge than my own.
