cant shift out of park with engine running

cant shift out of park with engine running
afternoon all,
it is been a long time since i have posted due to some other issues, but i do need some help!
I have a 1996 f250 crew cab, 7.5l v8, with e40d.
Last week, i started having some resistance when shifting from park to any gear. Normally I would apply the brake, feel or hear the interlock open and shift.
Now it wont go into gear wiht the engine running, with or without, the brake on. So for now, I have been turnng the key to the ACC position, pulling the gear selector forward, and then turning the key which allows me to shift, as long as i dont allow it to fall back in to park.
I know it has to do with the shift lock actuator, so what does this entail to get fixed. It it in the coloumn or is it below, off the brake pedal? where should i start looking?
