Question Holley 4175 trouble need your thoughts

I have a 4175 spreadbore Holley on my Dodge. Before anyone says anything I know that is the first problem. The problem I'm having is several times recently it wants to drip gas in both the primaries & secondaries when I turn it off, and while driving. If I tap the carb it will stop. I'm sure the needles are sticking open. This is a NEW Holley, new fuel pump, new rubber hoses, new inline filter, new carb filter, & fuel pressure is under 6 PSI.
Any thoughts as to why this happens? I have thought of moisture because we are damp here now, and we were very cold last month -20.
Any thoughts would be greatly appreciated.

Try droping the float levels a little bit.

Thanks for that thought. The floats on a 4175 are not adjustable from outside. You must remove the bowls. I was also thinking of installing off-road needle & seats with the spring. Appreciate your thought I will look into doing that this weekend.
