Frozen wastegate?

Is it possible or likely to have a frozen wastegate? I am getting a P1249 code. I have hooked up a vacuum source directly to the vacuum control motor that pushes/pulls the wastegate rod and I see no movement of the rod. (does hold a vacuum) I have wedged my hand back there and can't seem to move the rod back and forth. How hard should this rod be to move? Shouldn't it be free enough to move by hand? If the wastegate is not moving, would that throw the 1249 code?

apply 5psi to the accuator and note its position. Then increase to 8psi and see if it moves.

I put 20 and never noticed any movement.

20 psi or 20" vac?

These trucks do not produce vac. The actuator only responds to psi. The only other thing is the rubber diaphragm in the actuator could have a hole in it. Pull it with your hand manually to see if it is free, then apply psi as amiller suggested.

Try regulating some shop air pressure and use an air gun nozzle to stick over it or on the other end of the red line, and see if it moves. It begins to move at 5psi and at 15 or so it should be pretty well open. No its hard to "freeze" them literally and technically.

Sorry guys. I'm still in gasser mode. Have been using vacuum. I'll pick it up tomorrow and use pressure. I know the diaphram is good because it does hold vac.

OK, with pressure the rod seems to move fine. Checked green and red hoses, all open and ok. Checked all ports hoses connect to, all open and fine. Checked boost dump solenoid and it operates ok. Diagnostics point to wastegate valve, but I don't buy that. Will the chip throw the 1249 code? I ask because I was running KOEO test and kept getting 0605 (pcm read error) when I flipped the chip to stock KOEO passed ok. Add to all this the fact that I have never seen my boost go over 20 psi.
