delay wiper problems

hello i have a 98 f-150 4x4 with wiper problems when you turn 1 click which should be delay but it is on low and when you click it to high it works to but delay dont work and when you turn the wipers off they stop where you turn them off at . i tryed to swap the relays but that didnt work . another prob is the pass side mirror dont work they are power. i was wondering if they are powered by different fuses becuse the drivers one workes fine? just got the truck kinda still wating on the title so i can switch it over to my name . but got tabs so i can drive it need to work out all these bugs thanks kelly

I have a 99 and I remember Ford needing to replace that while still under extended warranty for similar multiple problems. Lou.
