Holes in bottom corners of rear bumper?

Holes in bottom corners of rear bumper?

'99 Lariat (chrome bumper). What are these oval holes for? Located on the little tabs, pointing forward on the bottom. I doubt they're strong/big enough for recovery ops.

They look like a nice place to add some aux. reverse lights. Surely Ford didn't have the foresight to add them for this purpose...

I've wondered this for a while, finally thought to ask. Thanks

Holds the bumber during the chrome plating process, notice the plating around those holes is often less than perfect?
