Surging stroker when cold

Surging stroker when cold
97 F250HD 4x4, e4od.
Problem I'm having is when its cold and warming up, light to moderate acceleration and cruising speed the engine is surging.
With engine warmed right up like after 15 minutes of highway driving, it runs excellent as ever and never misses a beat. Starts great and and idles good at hot and cold, its just wire it warms up its giving some problems.
I was thinking TPS at first but it would do it when engine is fully warmed up so.......
Any suggestions??

Turn off AC, Disconnect the ICP (see below). IF the idle clears up it may need servicing. If not the IPR is next. Check nut holding IPR. May be loose.
