Radiator Valance

I am starting to fit up the front end of my 53 F100, cannot remember if the radiator valance goes on top of the fenders or under the fenders.

fits on top of the fenders, the inner fenders (stock) have the captured nuts the bolts go into.

so its (bottom to top)
inner fender
outer fender
valence
