Signatures are now viewable in posts for all users, not just Club FTE users. No more floating signature for non-members. Users must have more than 25 posts to use signatures in order to prevent abuse of signatures (ie, advertisers/spammers).
First thing, is for them to go into their user control panel and make sure they have their signature settngs set up to show their signature. Let me know....
I'm looking at the promotion logs in my control panel and it shows untold thousands that did get the promotion so it must be something about these individuals that's different.
The only signatures I see at the bottom of posts are from members. I cannot find a single post where a non-member has a signature attached to the bottom of their post. Also, it appears that everyone's signature link in the upper right corner under the post count is gone.
Hmmm...weird. I now can only see signatures for ClubFTE members. The Signature hover part is gone now like you said. I double checked and I have signatures set to be displayed. I deleted all my cookies, history, etc. and I still can't see them.
In this thread I see your signature as well as mine in the posts. I don't see jpjahn's though unless I view his profile.

I have signatures set to be displayed too. Also, the non clubFTE members from the NWchapter don't have signatures as well, so it isn't just me. Its not a big deal Ken, I just am making sure you didn't inadvertently forget something.
