Radiator Flush 16 and 1/2 Qt. Capacity??

My owners manual says the F100 has a 16 Qt capacity on the cooling system. For a 50/50 mixture, that's 2 gallons of coolant and 2 gallons of water. I've just drained and flushed the radiator and back flushed the heater core, doesn't seem like I got 4 gallons out of the thing.

What's the best way to reinstall the coolant/water mix? I'm thinking about flushing it till I have pure water throughout the system, and then draining the radiator, and pour the two gallons of coolant in there. This is assuming the owners manual is correct on capacities.

Keep 'er between the ditches.
